"Yet this initial process of transformation must be just the first step toward a more radical reconfiguring of the Army. Even while the Army is fielding new units that maximize current capabilities and introduce selected new systems, and understanding the challenges and opportunities of informationintensive operations, it must begin to seek answers to fundamental questions about future land forces. These questions include issues of strategic deployability, how to maneuver on increasingly transparent battlefields and how to operate in urban environments, to name but a few. If the first phase of transformation requires the better part of the next decade to complete, the Army must then be ready to begin to implement more far-reaching changes. Moreover, the technologies, operational concepts and organizations must be relatively mature – they can not merely exist as briefing charts or laboratory concepts. As the first phase of transformation winds down, initial field experiments for this second and more profound phase of change must begin."
