If I was going to put something like that in place, I wouldn't try to do anything at the borders i.e. no check points.

I would just have law enforcement everywhere in the state just stop vehicles with out of state licenses and check for vaccination proof.

In a situation like this one where one side holds almost all the cards, including the ones that mean international support for any rebel movement is going to be pretty minimal to entirely nonexistent, picking the point to make your stand includes factoring in things like how much money food fuel ammo and etc etc in such a way that it's an inconvenient and preferably surprising time for the bigger stronger richer opponent.

People need to realize that they intend to keep applying pressure until we either own nothing and most of us are dead or until they can get us to fight just enough to justify atrocities.
