That's what seems to be happening using lockdown to cover up missing...like they are buying time or need time erase the missing persons from Memory.

1) Streets are at normal capacity.
2) Street capacity is drastically reduced for a few months.
3) People start to return to the streets. Capacity hits around 50-70% of what it was before the lockdown.But you're right, lockdown is a cover for something else.
