Very likely he did a wrong thing. Very likely he's a creep. The penalty for those things isn't death. What if she had
(1) taken his picture
(2) set up security around her house
(3) gotten a court order of protection and/or published his photo to embarrass him with everyone.
(4) reported it to the cops so HE would be arrested for something, rather than her getting arrested.
You are living in a damn fantasy world, some comfy little cocoon you've created for yourself so you don't have to face reality. Apparently, you believe criminals care about laws, and I bet you also believe all people who appear sane are sane and, further, that everyone besides "psychopaths" have the full traits of humanity.
Do you seriously believe a camera, waiting for law enforcement, a damn piece of paper will protect you from a person with malicious intent? I suppose we should all try to reason with these individuals, too, yes?
Court order...publish it...embarrass him? You are kidding right? What exactly do you believe drives this type of criminal behavior? Do you think people with miswired brains can be shamed or punished into being moral or following the law? The actions you suggest will amplify a stalker's behavior (also anyone who falls in the clinical Cluster B disorders).
You have no idea what it feels like to be human prey by (untreated mentally ill but functional and socially acceptable) predators. You also do not understand the capabilities of such people or the prevalence of these individuals across all demographics, because if you did understand these experiences and facts, I doubt you would be making such absurd suggestions.
Protect yourself first.

Personally, I would have held him at gunpoint until LE arrived and shot him if he dared move one muscle, but if she feared for her life, then she was fully acting within her rights on her private property against a trespasser peering through her windows at 11P.
