You take their picture, call the cops, set up cameras, get a court order of protection if you know the identity of the person, sit with your rifle in case there's a breakin so you can shoot then.
I don't think you can just shoot because someone's looking in your window.

Usually the law enfarcement clowns show up 15 or 20 minutes after the criminal has either murdered or severely injured the victim. So fuck due process? As fucked up as jerking off in someone's window is, if that's what was really happening... doesn't sound like it from the brief description... is it worth life in prison or blood on your hands over some sick fuck baitin' in the window? No one wants that, but you can't shoot people that aren't threatening your life in some reasonable way. If the guy was trying to force his way in, then shit can get real and I'm all for self-defense. Until then, you can't shoot unarmed people outside from inside. That violates the non-aggression principle and you, in-turn, become the aggressor.
