The reason why Japan seems to care about their population is that they are a relatively homogenous population - they haven't allowed the wholesale immigration and 'diversity', like we have been forced to experience here in the U.S. They are also experiencing a severe drop in population as they don't have near enough births in their population to replace the elderly and actually have a decreasing population; they can't afford to lose anyone else!
