When a company is not hiring, the HR folks will often advertise for imaginary positions so they can collect resumes and conduct interviews anyway. That makes it seem like they're doing something and keeps them in THEIR jobs.
Yes, it wastes time, but they're getting paid for it and you're not. Just a head's up.
