I drove through OKC once, and there was a billboard that said, and I kid you not...

That was it. Going through I35 headed north. I'll never forget it,my kids laughed for days afterwards.

You're mistaking the billboard for promoting a message to be seen as literal and serious, not sarcastic. If it were, however, and was meant to be read at face value, then, yea, you could say the people responsible for it were grinch-faced, pro-Taliban, mean-hearted people. IOW, they'd be mainly sneer-faced, pro-Biden liberals.
