When they mandate you, just hand them a copy of the FDA letters and highlight the part where the German version was the one they certified but with lots of more tests to be done. The one here in the states was only granted an extension of the EUA. They are legally two separate entities but can be interchangeable but still only EUA.
So when they try and force it, just hand it to them and say you will take it as soon as it is available. That is not in the near future and the tests will run for another 5 years.
