Vaccine Passport required in dumb evil Canada to shop, eat, etc

I thought we had to show our vax passports here in metro Vancouver to enter sit down restaurants as of last Monday. I am more confused than ever. We got caught in the rain today and went to a Timmies to have a coffee and dry out a bit fully expecting to not be allowed in but nobody asked us for anything. We sat there for about an hour. Meanwhile my sis decided to close her cafe for good because she was being required to ask for the passport before allowing people in to her place. Is it just the little guy being forced to comply and the big franchises are not required to comply? Looks like a full on assault on small businesses to me.
