The multi year part will shackle future Congresses no matter the results of the 2022 election.

The new Congress may attempt to undo the Omnibus, but Potato Joe will veto, and they will have a hard time, even with kicking ass in 2022, having the numbers to overturn the veto.

It's all a nasty game, and when their little "projects" go to shit, they will blame it on the new, Republican Congress, since most people are too clueless, or shortsighted, to realize the hell they are experiencing is a direct result of the libtard Omnibus from several years earlier.
