Apparently the Euphrates River dries up all the time.

It's been drying up since 2006. This is nothing new

It's the Chinese building dams upstream at the headwaters of the rivers that provide freshwater for almost 4 billion people.

Azerbaijan Armenia? Water war around a chicom dam

China India? Water cold war

The specific one for the Euphrates is Ethiopia and someone else and guess what? There's a low key water war starting up around that.
