Are they saying in a large group of people they will be able to detect who isn't vaccinated by some kind of proximity sensor in surrounding vaccinated people?

Looks like they are employing a swarm type technology to track people using something like what is described below and on page 27 of the link above.

No wonder they want as many possible vaccinated.

The vaccinated will be tracked by their signature from the vaccine they got using smartphone technology and proximity to other vaccinated individuals *as well as using the other tech mentioned on the link above. They will then be able to identify the unvaccinated because they won't have movement in the system like the vaccinated, so they can target the unvaccinated with lower credit scores or other action for not being vaccinated by tracking any electronic devices you are carring or tracking your movement in other ways *and ping those off of other devices the vaccinated are carrying to track the unvaccinated too.
