There was once a large fenced lot in Houston that had a large number (75-100 perhaps) of military vehicles parked for years like storage. I don't know if the vehicles are still there, but the lot was located directly on the feeder of one of the major inbound-outbound freeways just at the outer perimeter of the city. The lot was unmarked, of course. FEMA? Don't know.

And, the thread you linked was from 2005. When you read through the pages, you will see posts repeating, which is most likely due to some major GLP crashes and issues where databases had to be salvaged. Much great info was lost and some corrupted like that thread.

If you look at the content, though, the narrative around the photo was "debunked" by one of the forum mods at that time, who lived the area of the facility and had personal knowledge about the facility (a local prison). He visited it to confirm and further contacted people he knew who were 'in the know'. The vehicles being painted by inmates were for border patrol.

There's nothing funky about that thread if you know the backstory.
