With Trump playing the concerned (optional) vaxx advocate he can't be labeled a medical terrorist and neither can Trump supporters.
(After all, Trump is not against the vaccines, he is for choice and agrees with vaccines for those who want them.)
Just as important, anti vaxx resistors (whether Trump supporters or not) can't be simply dismissed as right wing Trump insurrections and medical terrorists. Which would have happened if Trump became the leader of the anti vaxx resistance.
Considering all the options for Trump, becoming an
optional vaxx proponent was the best and only hope of resisting and defeating the permanent medical police state.
