He might live in Phoenix or Tucson those places are not a great place to be as most cities suck with traffic and filth vagrants and other undesirables. Not the place to enjoy AZ anyway.

We use to live in the country but they are building houses all around us now. We just keep moving further away from the new construction. We can live anywhere we want and we have looked at moving out of Arizona but there's nowhere better to live for us. We don't mind the summers but most can't take it when you have many days of 110+ weather. If I had to move I would probably pick rural Texas I lived there for years and loved it there as well.
