1. I got the same e-mail as the OP two weeks ago so this isn't a "new" anything.

2. It IS legal because if you read the fine print, you don't even have to contribute to enter the sweepstakes. The suggested retail value of this Limited Edition ball is $150.00 WITHOUT the signatures.

3. It's not just an ordinary Football but a custom-made one with a smooth hide [to make it easy to clearly sign] and over-sized, more decorative laces.

4. Each winning ball is signed by both Trump and Herschel Walker. Trump's autograph alone currently runs from $125.00 to $300 depending upon the rarity of the item [I'm an autograph collector who already has Trump's on my wall]. Herschel Walker's autograph on a standard Football currently goes for from $500-795. SO, DO THE MATH for the total collectible value.

5. As I said, you don't have to donate a cent to enter the contest but even if you did, that's a pretty good return for a five-buck contribution if you were to win.

6. Finally, how many of you derisive goons bought Powerball lottery tickets last week? Those "donations" to the pool had odds of winning most people couldn't even calculate.

FYI: as a "grassroots" Trump supporter who signed on with the campaign in July, 2015, I've gotten many freebies from them since then just for ASKING FOR THEM. And they are always sent in high-end packaging via 1st class mail.
And outside of spending $25 back in 2015 for several yard signs, bumper stickers and window clings I haven't spent ANOTHER CENT with them. Yet, I still get those freebies and some -like a facsimile Inaugural invitation- I didn't even have to request.

One of those freebies this time last year was a TRUMP face mask made out of lightweight Nylon wetsuit fabric. Currently there is only ONE like it being sold online in a collectibles auction in a set of three for $75.00. Mine cost me only two clicks on that e-mail offering them.
