I think the port problem is because Pete Buttigieg is the Secretary of Transportation.

He hasn't the addressed the problem, because he's been on a national tour of bus station men's rooms, his first priority. AFter all, it's been something he's wanted to do for as long as he can remember.

Once he's done with that (maybe not for a couple years), then he'll maybe tackle this problem.
