Apparently the non-essential travel ban did not pertain to Chinese tourists. We went on a major road trip to visit national parks, etc. back in July and everywhere was overrun with Chinese nationals on vacation.

Also apparently there are tour companies that cater ONLY to visiting Chinese nationals. Their business was booming!
