Until it is published in the Federal Register, I, You, and the Courts do NOT have to take Judicial Notice of ANY "Mandate", Or ANY change of rules of any Gov't Agency. This includes the "new" definition of "vaccine". It is not published in the Federal Register, therefore the "old" definition is still in effect and it says a vaccine provides IMMUNITY.
