Unless it was a personal attack, it seems like he was intentionally chosen so the attack would be divisive. The pro-abortion types won't care and they'll probably cheer. Anti-abortion types will be angry and angrier at the indifference of the oppostion and it'll divide along lines of vaccine supporters versus vaccine opponents. The ruling party will call for calm and probably deny any extremist conenction or worse, claim right wing or anti-vaccination extremist and that'll just divide people more. That has to be terrorist related and an extremely well executed plan.

A surgery isn't simply an 'open meeting'.

It is time set aside by the local elected representative of the people (the MP) for them to arrange to speak with their electorate on a one-to-one (or few-to-one) basis on a specific issue that is affecting local people / the local community.

Such matters might have national scope, but it has to be something that the local people care about. Surgeries specifically exclude people who aren't from the local area (I suppose they could attend as an observer, but they can't be the ones asking the questions)

Some are only on appointment, while others hold 'drop in' surgeries. Drop-in surgeries used to be normal, but they're less common these days because there are too many nutters about. The surgeries tend to be held on one day a week, often Fridays, but sometimes weekends as it is more convenient for workers to meet with their MP. Good MPs will set aside a good few hours a week for this activity (perhaps most of the day).

Being able to speak in private with your elected representative in government about relevant matters is an important aspect of democracy.
