Wrong. Mexico's paradise—for the multitudes relocating to Puerto Vallarta anyway. It's a tourism enterprise zone, lots of cop presence, so pretty safe and foreigner friendly.

Closest thing stateside is Ocean Beach, down across from Tijuana.
