Management deciding not to do anything about you eating food meant for purchase while inside the store is probably due to it being more trouble than it is worth and the food you have contaminated won't be returned anyway. In any case, I recommend you "test" your interpretation of "legal" and keep doing this at every grocery store. Bring the whole family for a grocery meal to drive home your point.

There was one time I went to Target and bought some items including a bottle of diet coke. As I walked out into the parking lot and got to my car, I just happen to look at my receipt for some reason and did not see the diet coke on it. I stopped and looked at it more closely and could not find the diet coke on the receipt. I thought for a second, "Oh big deal, a $1.87 bottle of diet coke". But I then said "No, I've never stolen anything in my life and now that I am aware that I did not pay for something by accident or maybe because the machine just didn't scan it properly, I gotta go back in and pay for it".

I put the rest of the items in my car and walked back inside of Target to one of the cashier lines that was open at the moment rather than the self-checkout. She scanned the DC and I paid for it and went home. Stealing is something that only trash do. I'm not one of them.
