Its because it doesn't require providing bank information or a cash app that has personal details and is faster than a multi day transfer.

Is it EASY to track all the way to the person's identity? No. But the whole transaction is visible and the wallet it goes to and balance is visible. If the person tries to cash the btc out or buy something with it, then that wallet owner can be identified by the exchange or store that accepts the transaction, or at least the address they sent the goods to. At some point along the line they usually slip up.
That's how the govt has recovered/stolen so much from silk road users.

There will be a way soon to obfuscate much of that data though, when Litecoin releases mimble wimble upgrade.

And that will cause it to skyrocket, being the only OG crypto with private transactions.

But of course there will be a backdoor to that too somehow, or else the govt will lose their shit and shut it down.
