It eliminates the commercial banks role as customer has an account straight in central bank. Its supply and all parameters are fully controlled by the state plus it may use smart contracts and be programmed like expiry date of your money or where you can spend it. Something like crypto tokens on eth or bsc chain but fully centralized and controlled by the state. |

The idea is that everybody (business, individual, government, council) will have their own token and that token will have a value based upon the demand of the issuer and they will be interchangeably spendable via autmated decentralised exchange mechanisms. For example, you go into a shop and have starbucks tokens given through buying coffee, you can pay with those in the shop that accepts gov.coin automatically through your wallet. Your starbucks tokens go into a layer 2 repository as liquidity and the gov.coins come out of it into the shops wallet. All of them most likely to be priced in satoshis.
