Would that not require some sort of declaration to designate country X as "enemy"?

That could happen in time.



As far as I am concerned, Russia is already an enemy.

They launch cyberattacks against our country all the time and they launch cyberattacks and other hybrid attacks on our allies as well.


If war was declared as in WW2, yes, I am sure that Russia would be designated as an enemy state.

And it should already be designated a terrorist state, in my opinion.



The way it has been targeting civilians in Ukraine is nothing less than terrorism -- period.

American GLP'ers that think they could greet Russian invaders one day with vodka and roses should know they would be committing treason and might be violating federal law in such way that death might just be an appropriate penalty.
