I might let as many in as I could to encourage resistance to the Russian draft, but not letting them in might give even more motivation to the Russian anti-graft movenent. Yes, I would let them out as well, people are, and have, resources. The more that leave the worse for Russia in every way. It's the nicer thing to do. Imo, the Finns are nice almost to a fault. We'll see.
