You know what is Funny? That the people are NOT Organized. If the people stick together and are organized, then they are better than the squad police or even some top military teams. But the people are in chaos, everyone for themselfs. None of them know a guerilla tactics like for the heavy cars to paint the window or throw with molotvs ... they just throw stones and kick the vehicles. Tactics and Organized people will win and the Governments will fall down but chaos not

That would not work. Too much surrounding air. To make that work you'll need industrial high power blowers.

How come they didn't go fo the tyres..that would disable the vehicle, (unless they have special tyres), a pototoe stuck in the exhaust works too...

This is an armored vehicle. You can be sure it has runflat tires or even armored tires. I would go with the paint option. You dont destroy anything (good for the court if the catch you, LOL) and quickly renders the vehicle useless.

Or if you want to go for the exhaust option, then use construction foam. It is quickly too and impossible to get it out.

Paint against the windshields of police vehicles (especially water cannons) + molotov cocktails.
Paint would also work against the faceshields of individual riot police.

No bucket. The paint has to be put into something that can be thrown at the vehicles from some distance.

Either easily breakable bottles or balloons (like water balloons but with paint).
