I guess it just means Buttigieg will run with Biden in 2024. The ticket will drop Kamala! and put in Buttigieg, who will look very good if he doesn't screw up the infrastructure projects he'll now get to oversee.

Kamala! isn't going anywhere, she probably could not get reelected to the Senate. But Diane Feinstein retires from the Senate in 2024 (I assume she won't run again) and Kamala! could try to take that seat then. She used to have California's other Senate seat.
