Stop misleading. People can buy guns in OZ, but they can't keep them in their possession.

All guns are stored in police detachments. If you want your gun, you can only have it for hunting or the range. You have to sign out your gun, tell them exactly where you're taking it and for how long. You also have to account for every single cartridge you use - *every. single. one*. If you don't bring back the gun at the specified time, they come after you.
