Basically what was happening is some schmuck piece of shi* director from the Health Services could just wave their wand and close any public place down. Also, they would have to grant approval to reopen. All based on "opinion". And some unelected official was probably giving orders to that director to do so. And who knows who else that director answers to that tells them to close down something just because.
