AEGIS is a phased array radar system requiring a number of destroyers / crusiers positioned in various locations.
This is much like HARRP only using GHz radar as opposed to Low-Frequency.
Likely is that it also employs Electronic Counter Measures with the ability to jam GPS and Enemy Communications to aircraft and missiles.
I would think Russia would consider a direct and very serious threat.
