What is the point of having nuclear bombs if your enemy is foolishly made to believe you aren’t unhinged enough to use them?

Does anybody know what the Chinese governments policy is on being attacked by nuclear weapons.............Because if it is the same as the U.K.governments policy, which is ....Should the British government be taken outwhether by nuclear or biological weapons, then the commanders of the U.K.'s Ballistic submarine force...... they have the authority to launch its missiles upon whatever country tried to cut the head of the snake so to speak, furthermore under the threat of invasion the U.K. has a scorched earth policy in place unrevoked from the second world war....incidently I am from Middlesbrough which is on the North East coast of England, which was the first town to bombed during WW2 due to the steelworks and chemical plants, my grandfather who was a Railroad traffic foreman within the steelworks... he was one of a few men who were responsible for seeing that the rail tracks were torn up and the steam locomotive boilers were blown....so if as some might think cutting the Chinese head from the Chinese snake would defeat the country wel it might just bring a rain of thunder and blinding light in the form of lots of nuclear missiles launched by commanders who had the authority like the U.K.

As if any of their hardware actually works. They can’t even manage to ship me a functional laptop in recent years. I’d take my own nuclear ruin over living in some Chinese despotic police state.
