There is no top down solution
There is no bottom up solution.
Meeting in the middle communism/anarchy is how you do it.
Learning comes from the top, growth comes from the bottom, like nature.
The top should be gov/law/order/justice/communism
The bottom should be freedom/truth/experience/people/anarchy
Imagine two fountains, one of them upside down, now overlay one with the other so they overlap. Perfection.
