Seems the simplest explanation to me is the one the nurse said, everyone is getting tested for Rona, no one is getting tested for flu, even if they wanted to get tested for flu all the swabs are going to Rona testing, thus there's no flu because there's nobody getting tested for flu.

That explanation is simpler than yours. I like simple explanations.
