1) Two months in advance have the media bombard the populace saying that Russia is doing what the USA itself is actually doing.

2) Wind up these little vassal states like Ukraine, Georgia, Poland, etc. on its border to start attacking.

3) When Russia responds militarily then scream how big bad Russia attacked just as you predicted.
