Even Chinese people from actual CHY-NA cross the southern border into Texas illegally. It's a porous border, and the referral to South Africans was because of the new Covid [fake] variant that is in South Africa. I believe he's pointing out that Biden can stop air travel all he wants, but there is still a serious problem with unknown people sashaying across the border into our back yard.
