Maybe they kill with vaxines because they just love killing.

They do it massively every 100 years like clockwork.

They could keep population low if they wanted to. They have numerous methods to encourage less kids. They could bribe people. Financially incentivize to not have kids.

They actively choose to not be open about it.

They love war.
The love abortion.
They poison our food.
They cause race wars.
