"Gain of function" is a specific term, with a specific meaning and specific criteria have to be met, and Rand Paul doesn't understand that. Fauci is NOT guilty of any such thing and your "research" betrays you, as much as it betrays Rand Paul.
People BELIEVE that they know how to properly research and that they have all the information necessary to come to the proper conclusion, when they absolutely, do not.
Also, Fauci is the spokesman for literally hundreds of thousands of scientists working on these problems. He doesn't claim or pretend to be the source of all the knowledge, and I can't understand why he is such a target for so many.
He is a genius and a humanitarian and people with a LOT fewer qualities are damaging this great man's legacy. It's appalling, and ignorant.
Obviously, you and I will disagree on this. And I'm OK with that.

I don't believe it because I see how easily information is manipulated to fool so many into being fearful. And how would the remaining population live with their disgusting selves. I'm not buying it. I think it's all nonsense. Ever hear of Lenin, Stalin, Mao or Hitler. How about Pol Pot, or the current regime running North Korea. Go read the Georgia Guide Stones, and what the elite of this planet think the population should be in order to have a healthy planet. Irrational (in my opinion) comparisons based on a specific world view. I don't see things the same, at all. I see the government promoting the general welfare, the best way they can, given the facts as the experts understand them. We have differing world views. That doesn't mean either of us are wrong or right. The USA has been against ALL the above mentioned regimes, and you think that, for some unknown reason, the USA Government wants to emulate those countries? Based on perceived persecution and heavy handedness, during a pandemic and some election BS? I wholeheartedly disagree. Someone PAID to have the Georgia Guide Stones erected, based on THEIR world view, fears and ideas. It certainly doesn't "guide" me, in any way. I think it's a silly stunt. There are no "elite". There are people with varying degrees of importance, relevance, responsibility and authority. How would you RATHER it be?
