Silcon valley area has 83% with 1 vax and 66% fully vaxxed.
So 57% is less and demonstrates up to 30% protection which is about what you would expect when you average in the effectiveness of 1 shot, 2 shots or 3 shot boosted.

So it's fair to say on average you have a 30% reduction in hospitalization. Nothing to hang your hat about and NOTHING to mandate or to ostracize the unvaxxed.

1) vaccination does not stop infection.

please note that there are several antibodies that you make.

to stop infection you must have enough antibodies on the mucosal membranes to neutralize all of the viruses as they try to infect you.

there is evidence that there is decreased transmission because of this in vaccinated people - but it does not 100% stop infection as if the viral innoculation / load is so high that it overwhelms your antibodies, you will get infected.

2) california has 70-80 percent vaccination rate. depending on where you are northern california probably higher than socal, but there is a standard expectation that vaccinated patients will end up being the lions share of people admitted at a certain point.

if 100 percent of the people are vacinated, everyone being admitted will be vaciinated.

So if severe infection reduces the chance of severe infection by 80%. The turning point will be at 80% vaccinati0on rate at which time those infected will be 50/50 with vax and unvaxxed.

Data sets coming out are showing that people who are Vaccinated without booster are less likely to be hospitalized (see above), less likely to get infected, and less likely to die. Those with a booster, even more.

Sorry - doesn't fit your narratives.
