Knowingly stopping a train in a area prone to theft should negate any insurance payments to the railroad or retailer. Insurance should not pay the railroad as the railroad lost none of their train. Just the Amazon merchandise carried on the train was stolen when the railroad decided to stop in a high theft area.

Amazon will quickly refund your purchase - KNOWING - they will file a claim with Amazon Insurance that will write Amazon a check to cover the Amazon loss. So Amazon loses nothing, and the railroad loses nothing. OH by the way, Amazon owns the insurance company...
