Its not an ideal situation but the easy fix is for outgoing truckers to drop trailers and incoming truckers do the same and swap loads.

Before NAFTA this was a common practice at the Mexican border and still a daily practice as not many US drivers carry loads past border. More mexican drivers now cross and carry loads further but most big haulers just drop and swap
