Why would NK bother to talk to the Brandon administration?

I would guess they are viewed globally as incompetent, immoral and pathetically weak. Why would NK waste their time?

China and North Korea would both benifit from taking the USA and killing off most of the population via a bio weapon so they end up with the rich farm lands. Russia would enter to assist to form an agrement with China to stay out of Russia as they want some land back like the Pacific coast city / military sea port Vladivostok.
