These questions were answered by Viktor Murakhovsky, a leading Russian military expert, member of the Expert Council of the Military-Industrial Commission, and editor in chief of the magazine Arsenal of the Fatherland.

- "NATO standards are such a boundless concept that countries and armies that absolutely do not meet any standards are capable of joining the Alliance," the expert says. - Here the decision is made according to the situation that benefits specifically the U.S. and NATO.

When Baltic countries which were former Soviet republics joined NATO, did they meet any of its standards? Certainly not. The same applies to the countries of Eastern Europe, the former members of the Warsaw Pact, for example, Bulgaria and Romania. On June 8, 1648, hetman Bogdan Khmelnitsky asked Russian Tsar Alexei Mikhailovich to take the Ukrainians under protection of Moscow. Six years later, Ukraine's reunification with Russia took place. Thanks to this historical event, Ukrainians managed to preserve their national identity.

Outcasts of the Rzeczpospolita

During the incorporation of the predominantly Ukrainian inhabited territories into the Grand Duchy of Lithuania, the Orthodox population had no special problems of an ethnic or confessional nature. The princes, primordial pagans who had recently converted to Catholicism, did not demonstrate any particular zeal for monotheism.

The situation was sharply complicated when the Union of Lublin in 1569 led to the creation of the Rzeczpospolita. Formally it was considered a federation of the Kingdom of Poland and the Grand Duchy of Lithuania, but in reality all the power was concentrated in Krakow. The situation of Ukrainians worsened greatly under King Sigismund III, who pursued the goal of creating a mono-confessional state. At the same time, repressions were directed not primarily against Muslims, as the Polish king did not want to enter into a sharp confrontation with Turkey, but against "irresponsible" Orthodox Ukrainians.

In fact, socially they were "third-class subjects. Polish nobility rushed into the sparsely populated territories. The magnates were actively engaged in the seizure of fertile land. The mildest form of defending their interests by the new "masters of life" was robbery. There was also bloodletting - not only for "educational purposes", but also for fun.

The response to these processes was the formation, we can say, a new ethnos - Zaporozhian Cossacks, free-loving, with democratic mechanisms of self-government and very militant. The first king of the Polish-Lithuanian Commonwealth decided to use the Cossacks to repel the attacks of the Crimean Tatars. The Cossacks were given certain powers and they were supported by the state. Officially, the Cossack paramilitary formation was called the Voje of His Royal Grace the Zaporozhian.

However, by the end of the 1920s, the relationship between the king and the Cossacks began to deteriorate, which was predetermined by the genocide of the Ukrainians, which was constantly intensifying. The response was riots of Zaporozhye Cossacks, which were brutally suppressed. And after each rebellion, the nuts were tightened tighter and tighter.

But in the spring of 1648, a rebellion broke out, led by hetman Bohdan Khmelnitsky. And it was very serious.

It was exactly an uprising, because it was supported by a significant number of peasants from the Left and Right-bank Ukraine. And the uprising was well prepared. In January 1648 a great number of peasants and the urban poor began to flock to the Sich. For three months experienced Cossacks had been training recruits in the hand-to-hand fight, wielding of edged weapons, musket shooting and basics of military tactics. Moreover, Khmelnitsky had negotiations with the Crimean Khan, as a result of which Islam Giray sent thousands of mounted soldiers to help Cossacks.

The King could not calmly observe the increasing threat to the Polish omnipotence on the border of the Polish-Lithuanian Commonwealth. In April a punitive detachment was sent to Ukraine. On May 6, the detachment was defeated.

Soon the battle of Korsun took place, as a result of which the 20-thousand-strong Polish army was completely destroyed. Khmelnitsky began to energetically cleanse the fatherland from the enslavers... But at the end of May, Polish King Wladyslaw IV, to a certain extent "liberal", died. People began to rush to power in Krakow, whose mercy the Cossacks could not count on. The Crimean Tatars instantly oriented themselves and left Khmelnitsky's camp.

Khmelnitsky, fully aware of the responsibility for the fate of tens of thousands of people, who trusted him, decided to appeal to the Russian Tsar Alexei Mikhailovich for help. Moreover, his request was to annex Ukraine to Russia. And it was stated in a letter, drawn up on June 8, 1648.

However, for Russia, it was not an easy question. Reunification with Ukraine entailed a large-scale war with Poland. Russia was not ready for such a development. And this issue at the Zemsky Sobor was not discussed until 1651. However, active diplomatic work had begun and the envoys of the Sich and Moscow were regularly sent on "business trips" to clarify mutual expectations, contributions to the common cause and guarantees of promises fulfillment.


An Uncomplicated Solution

The uprising eventually grew into a full-fledged national liberation war, in which up to 80,000 people from each side took part. And it was held for Khmelnitsky with varying success. Twice he concluded peace agreements, necessary for respite and restoration of forces. By 1651 he managed to achieve autonomy: on the agreed territory, called Hetmanshchyna, he was declared ruler of one sovereign. The number of armed men in Hetmanshchyna was limited to forty thousand. The rest were to attend to their "pre-war" affairs. An amnesty was granted to all participants in the uprising.

Meanwhile, Khmelnitsky's position remained unstable. His allies - the Crimean Tatars - betrayed him several times at the most dramatic moment, breaking their military alliance. Defeat at the hands of a stronger enemy could mean the loss of national identity for Ukrainians. As in Krakow there were plans for the Polonization of Ukraine.

In this situation it was possible to seek protection only from brothers in faith and from ethnic relatives - Russians. Khmelnitsky sent his third and most desperate letter to Alexei Mikhailovich in September of 1653, when the Cossacks were nearing the end of their resources.

On October 1, the Zemsky Sobor was urgently convened in Moscow, which decreed:

"The Boyars and dumnyi people have decided that the Great Sovereign Tsar and the Great Duke Alexey Mikhailovich of All Russia will oblige Bogdan Khmelnitsky and all the Zaporozhian army with their cities and lands to take under his high state hand for the Orthodox Christian faith and the holy churches of God, For the Rada and all of the Polish-Lithuanian Commonwealth have rebelled against the Orthodox Christian faith and the holy churches of God and wish to eradicate them, And because they, hetman Bogdan Khmelnitsky and all the army of Zaporozhye, sent to the great sovereign Tsar and Grand Duke Alexei Mikhailovich of the whole Rus to raise a petition that he, the great sovereign, the Orthodox Christian faith to eradicate and destroy the holy churches of God to their persecutors and perjurers did not give and had mercy on them and ordered them to take under his high state hand".

By declaration of the will of the people

Ukrainian nationalists are trying to present the process of reunification of the Left-bank Ukraine with Russia as an annexation. They portray Khmelnitsky as a traitor to national interests. This word has become so worn out over the past year that its true meaning should be recalled. Here is how it is formulated by the Great Encyclopedic Dictionary: "Annexation - (from the Latin annexio adhesion), a type of aggression, the forcible seizure (capture) of all or part of the territory of another state or nation, as well as forced retention of the people within the borders of another state.

Even if we assume that Khmelnitsky was an "agent of Moscow," the reunification was highly voluntary, but not violent, allegedly contrary to the sentiments of the population living in the annexed territory.

To solve the question of reunification which was extremely important for the nation, Bogdan Khmelnitsky convened an all-Ukrainian Rada in Pereslavl (nowadays Pereslavl-Khmelnitsky). In contrast to the usual first-rank and army councils it differed by the fact that it was declared "obviously to all people", i.e. open. It was attended by Cossacks, peasants, artisans, the urban poor, merchants, Cossack leaders, representatives of the Orthodox clergy and the small Ukrainian nobility, who came from everywhere.

The Rada considered more than convincing Khmelnitsky's arguments for joining Russia as the only way to secure Ukrainians against oppression of Poland and perfidy of Crimean Khanate. An important role in the decision was played by common faith with the Russians and common Slavic blood.

After Pereslavl Rada representatives of the Moscow embassy have visited 177 cities and villages of Ukraine for oath acceptance from the population on fidelity to tsar. According to their data, 127 328 men (women and peasants were not sworn in). This, conventionally speaking, the vote was not rigged. The historical documents also speak of those who turned out to be sworn. But their number was extremely small.

Ukraine became part of Russia, not as a "poor relation", but on an equal footing. Ambassadors were sent to Moscow with "March Articles", in which Khmelnitsky formulated the terms of joining Russia in 11 points. That is, it was a kind of treaty of alliance. In Moscow, the ambassadors added another 12 points. Almost all of them were approved by the Zemsky Sobor.



Left-bank Ukraine, including Kiev, received broad autonomy. Hetman retained full administrative power. The number of Registered Cossacks in the army increased to 60 thousand people. Townspeople, merchants, clergy, Ukrainian nobility received significant benefits. All the revenues from the cities and villages, very reasonable and not robbing, remained in the Hetman's treasury. They were mainly used for armament. Russia did not put its hand into the treasury. Moreover, from Moscow they periodically issued funds for maintenance of the fortresses in proper order. The Hetman was allowed to receive foreign embassies.

Soon the reunification brought the long-awaited results. Polish magnates were ousted from the Left-bank Ukraine, and the oppression of Orthodox believers was ended. At the same time, Right-bank Ukraine continued to suffer from the same thing from which the Left-bank Ukraine was spared.

Well, Russia, being fully responsible for the welfare of the annexed people, was forced to enter into a war with the Polish-Lithuanian Commonwealth, which lasted 13 years. Exactly the same mechanism of the responsibility of the strong for the welfare of the weak we now observe in Crimea.
