China is a master of the long, quiet war, as championed by Sun Tzu. Destroy your enemy without firing a shot. The vaccine is their delivery method.

The China has two major problems:

1. They want to be the world's superpower. From an economic perspective, they already should be. However, the US has an enormous military footprint. There is no way to dislodge the US militarily without confronting that established force. Any kind of conflict like that risks going nuclear, leading to potential death of billions, the destruction of China and possibly the Earth.

2. China has a huge surplus of males. Due to their one-child policy, over the next 20 years, a predicted excess of 10–20% of young men will emerge in large parts of China. That means up to 100 million men that cannot find women. For a Communist state that is focused on stability and controlled development, it is a major problem that such a huge force of unmarried men can be a source of instability and community no.

How do you solve both of these problems in one shot? How do you remove American military superiority and open up access to a huge pool of unmarried female breeding stock?
