Romans 13 says God appoints government and to obey it
it does NOT specify not to obey it if the government goes bad
and who is to decide if government is good or bad?

go disobey any law in any government at any time in history and see what happens
tyranny happens because the state has a monopoly on force and you are not even allowed to resist even for failure to appear or failure to pay
