it does NOT specify not to obey it if the government goes bad
and who is to decide if government is good or bad?

You will see how the people don't want God and want tyranny, but God warns them against it, but the people still rather have a tyranny rather than trust in God. The reality is opposite of your claim. The more a people trusts in God, the more free they are. The less they trust in God, they more they beg for tyranny. This "covid" scamdemic has brought this into light!
