It affects everyone but if your are obese, old, or have co-morbidities you are more likely to die.

However, there are areas of exposure that kill healthy people too.

At the same time they can say you have it but are asymptomatic because they know you were exposed to high levels of radiation but for whatever reason you aren't reacting to the exposure as much as you obese neighbor.
