They are quarantined on a regular basis because they may be infected in the wild, not necessarily purposely in a lab. Or they may be completely healthy. All non human primates are quarantined when entering the United States. It doesn't mean they are infected, it is a precaution in case they are infected.

This is a valid possibility.

There is no evidence that the monkeys were known carriers of any specific disease when imported. Although it is certainly possible.

There is no evidence that they were all healthy either, but there is a high probability that one or more was infected with something or other in the wild, which is why they quarantine all imported animals, known infected or not.
