Tactical nukes are not on the table as it completely negates the entire reason for the recent action. Russia is largely, about 60%, made up of land that is fallow because its frozen and will not support crops of anykind.

Chernobyl already rendered a very large swath of prime agricultural land unusable for many many years to come. Russia may not be entirely dependent on the Ukraine for agriculture needs but its definitely a key component in the supply chain they would need to replace.

Actually, Russia is the largest exporter of grain in the world and it's massive amounts. Ukraine, OTOH, gave away the rights to their natural resources when they signed the European Association Agreement.
